CAR’s DIGITAL TRANSFORMATION VISION

CAR has already made great progress in creating the initial foundation for building a strong data driven ecosystem by implementation of DHIS2 platform, currently managed by HMIS Dept. within the Ministry of Health in CAR. The digital transformation unit takes a holistic approach to bring different data systems and digital intervention together to synergies efforts and investments by different partners. This will not only eliminate isolated parallel data systems and data fragmentation but also improve the overall data quality, timely reporting and improve real-time data for evidence-based decision making and policy

DIGITAL TRANSFORMATION GENERIC FRAMEWORK

OPEN-SOURCE POLICY: It will not only bring flexibility and long-term sustainability but also make it more cost-effective by avoiding licensing fee and vendor lock-in

INTEROEPRABLE: This will allow synergizing investment in data systems and reduce duplication of efforts. This will also facilitate better data use strategy

PLATFORM OWNERSHIP: Any digital health system should be fully owned and governed by the Ministry of Health for long term sustainability and scale.

DATA OWNERSHIP: The Ministry of Health is the primary owner of the data and will have access to any health data collected irrespective of platform or partners

LOCAL CAPACITY BUILDING: Efforts will be made to build local in-house technical capacity within the HMIS Dept. of MOH to develop and manage digital health systems.

HOSTING AND DEPLOYMENT: Any health data collected in the country should reside in the country server and the MOH should have full access to the country server.

COMPLIANCE: Any digital system that is introduced should comply with Global best practices and national digital strategy and vision.

CONFIGURABILITY: MOH and the implementation partners should be able to configure the data systems based on the evolving needs and access control.

CO-CREATION: Any digital health system should be developed through a consultative and cocreation involving all key stakeholders.

HUMAN CENTRIC DESIGN: All digital health solution will strive to follow highest standards of human centric design principals for better adoption by the actual users

FUTURE PROOFED: Architecture allowing accommodation of future digital frameworks and tech stakes including promoting a channel agnostic framework

FOSTERING INNOVATIONS: The flexible architecture supporting futuristic innovations like Artificial Intelligence (AI), Internet of things, Data science algorithms, Social media integration etc.
